Description:

It is not a new concept that the state procures goods, works and services. On the contrary, it has existed, in one form or another, from the historical beginnings of the state until today. However, public procurement as a collective term denoting the economic activity of the state directed towards a special procedure of procurement of goods, works and services, begins only after the emergence and development of administrative law and economic expansion of the state. The state uses public procurement procedures to procure goods, services and works. Since both citizens and legal entities of private law also procure goods, services and works on the free market, the question arises: why does the state have special treatment? That is, why is a special set of rules needed for state (public) procurement?

Cognitive Skills:

Knowledge and understanding

After successfully completing the course, students will be able to:

- define main principles of public procurement;

- critically evaluate and recognise the importance of public procurement procedures for the operation of the state administration;

- explain the differences in individual public procurement procedures;

- explain legal protection in public procurement procedures;

- explain implementation of public procurement procedure.

 

Application

After successfully completing the course, students will be able to:

- group and describe types of public procurement procedures;

- understand different deadlines in public procurement procedures;

- apply acquired basic knolwegde about public procurment to future implementation of the same procedures;

- outline the applicatio9n of research methods.

 

Analysis

After successfully completing the course, students will be able to:

- categorise main terms from Public Procurement Act;

- demonstrate the importance of the State Commission for controling public procurement procedures in quality implementation of public procurement procedures in the Republic of Croatia

- analyse the position of the State Commission for controlling public procurement procedures within legal order of the Republic of Croatia;

- compare legal protection in public procurement procedures with legal protection in other administrative matters;

- analyse quality of implemented public procurement procedures.

 

Synthesis

After successfully completing the course, students will be able to:

- construct the connection between public procurement and efficient spengind of budgetary revenue;

- propose quality preparation of tender documentation;

- formulate causes of instzigating public procurement procedures;

- distribute the roles of state adminsitration and the State Commission for controlling public procurement procedures in public procurement procedures.

 

Evaluation

After successfully completing the course, students will be able to:

- reexamine validity of implemented public procurement procedures;

- compare advantages and disadvantages pf the current public procurement system with previous forms;

- evaluate the role of the State Commission in current organisatiuon of public procurement in the Republic of Croatia;

- assess the need for conducting public procurement procedures.

Practical and Generic Skills:

After successfullly mastering the course, students will be able to:

- publicly present learning outcomes;

- express themselves in a clear and structured manner while explaining their standpoints;

- develop communication skills;

- participate in team work.
