It is not a new concept that the state procures goods, works and services. On the contrary, it has existed, in one form or another, from the historical beginnings of the state until today. However, public procurement as a collective term denoting the economic activity of the state directed towards a special procedure of procurement of goods, works and services, begins only after the emergence and development of administrative law and economic expansion of the state. The state uses public procurement procedures to procure goods, services and works. Since both citizens and legal entities of private law also procure goods, services and works on the free market, the question arises: why does the state have special treatment? That is, why is a special set of rules needed for state (public) procurement? |
