Knowledge and understanding
After successfully completing the course, students will be able to:
1. discuss the phenomenon of ethnically heterogenous societies and historical and modern reasons that lead to migrations of population
2. distinguish and explain basic concepts for understanding different approaches in the determination of the role and position of national minorities
3. explain different coonceptions of determining the concept of national minorities and compare modern institutiional solutions that derive from these conceptions
4. describe the development of the policy of integration of minorities in Croatia, and recognise and explain the influence of European integration on the development of minority policy in Croatia
5. identify legal rules that regulate the position of national minorities in Croatia
6. explain the institutes of represnetation of minorities on the international and European level
7. explain themodels of politrical representation of national minorities on all territorial levels
Application
After successfully completing the course, students will be able to:
1. interpret basic characteristics of the position of national minorities, especially in Croatia
2. select and apply different conceptions of political representation of national minorities
3. apply acquired knowledge to recognising specific problems that the members of national minorities are faced with in Croatia and other European countries
4. demonstrate the application of electoral techniques which ensure political representation of national minorities in representative and executiove bodies on the central and local level
5. use basic legal rules that regulate the position of national minorities in Croatia
Analysis
After successfully completing the course, students will be able to:
1. analyse the position and rights of national minorities considering different social and political aspects in the development of individual countries
2. analyse the influence of international bodies and instruments on the position of national minorities in society
3. distinguish among and compare different conceptions of political representation of national minorities
4. compare electoral techniques which ensure political representation of national minorities in representative and executive bodies on all territorial levels
5. connect legal rules that regulate the position of national minorities in Croatia and compare normative situation with practical effects of the participation of national minorities in public life
Synthesis
After successfully completing the course, students will be able to:
1. distribute all fundamental concepts connected to the position of national minorities according to basic dimensions
2. construct elementary explanations of different approaches in determining the position of national minorities using and comparing basic conceptions
3. contruct an explanation of complex and unbalanced development of the position of national minorities by comparing different phenomena in social and political development of modern states
4. propose the application of an electoral technique that will ensure political representation of national minorities in the most appropriate manner
Evaluation
After successfully completing the course, students will be able to:
1. evaluate the influence of different social and political factors on the development of poublic policies that aim to protect the rights and improve the position of national minorities
2. reexamine the influence of the accession of the state to international integration on the course of public poilicies related to the rights of national minorities
3. compare and evaluate basic conceptions of political representation of national minorities
4. reexamine and evaluate legal rules and regulate the position of national minorities in Croatia
5. assess specific measures and programs that stimulate active involvement of minorities in the decision-making process on all levels in Croatia.
